Ask permission of someone thousands of miles away in the West before they are allowed to expand their own navy, in their own waters, in their own region. With their own money, of course.

Be forced to spend tens of billions of dollars more than necessary on arms they are not capable of handling properly (they can always do as others in the Persian Gulf have done in the past, which is to hire Pakistani officers who are also not capable)..
